Lots of jungle and islands down there. Hard to put down an insurgency in such conditions.
A Muslim insurgency depends upon the jihadis being able to hide among "regular" Muslims, who supply them with food, shelter, and supplies.
Depopulate the Muslim areas, and the insurgents have no bases.
