How many mentally ill people are there in a town of 12,000 that this is an issue for city employees?

Being as it is a public employees health insurance group, they will just raise taxes to cover the additional cost for health insurance.

Since there is likely only ONE city employee for whom this is an issue, it would be cheaper to pass a hat or do a gofundme for the confused one.

Think of Wilton Manors as a much gayer version of San Francisco, but with only 12,000 people.
