No person with any intelligence at all can actually believe this.
Unless - there reasoning is , that all the criminals let out of prison would stimulate so much economy by stealing so many things, that buying would have to take place to replace it all. And all the people killed would stimulate the burial business, and all more private weapons that would be purchased. And all the private security that would be hired. I guess looking at it that way - would stimulate the economy.
