For example, by the time a minority person is sent to prison they usually have a dozen or so prior offenses that they did some type of diversion for like probation or what have you and didn't do much or any time at all for. They get off over and over until they have a rap sheet as long as your arm. Ask any DA or prosecutor. The one's that do end up in prison are the one's who are habitual, career criminals and or murderers. We end up with more people in jail because we have more people committing multiple crimes
