It is my understanding that a Grand Jury indictment is not a vote for guilt or innocence.

It is a vote to see if they feel that there is enough evidence to warrant a trial.

It does not require a unanimous vote.

It requires a majority vote.

A Grand Jury normally has 23 members. That means the prosecutor only needs to convince 12 of them that there is enough evidence for a trial.

There is no cross-examination of witnesses by the defense. The defense does not call witnesses.

I understand that..

But if I’m not mistaken, it’s up to the justice department to make the call on forming the grand jury. This DOJ will make no such call.
