The US did rape Central America. Our federal government screwed hardcore with almost every nation in this hemisphere south of Canada.
And not just in the distant past, either - look up what Hillary Clinton did to Honduras, one of her lesser-known foreign policy “accomplishments”.
Talk to someone from a place like El Salvador - why did they come here? They came here because our government’s dirty wars turned their nation into an unlivable hellhole.
Probably the biggest thing was exporting our War on Drugs, which empowered narcocartels to destabilize quite a number of Central and South American nations.
We wrecked the nations of this hemisphere in the past the same way we’re presently wrecking the nations of the Middle East and North Africa. And shock and surprise, the result is immigration from those nations here.
The first thing to do is stop creating these massive migratory pressures by stopping all the messing about in other nations’ affairs. It’s not like we don’t have some serious cleaning house to do right here at home.
