Most of the delegates are actually grassroots party activists - the people who man the phonebanks, stuff envelopes, work the GOTV efforts, etc. A certain percentage are the "insiders" - elected officials, party chairmen, etc. That is the nature of the system. If that is not the system Trump wanted to work within, he should have run as an independent, rather than as a Republican.
People who are beholden to party bosses who themselves are beholden up the establishment chain. So what they answer the phones? Hell’s Angel’s prospects do all sorts of dirty work before they are badged in - or whatever the outlaw biker term is.
Cruzers are such 'inside the box' thinkers and bean counters.
Trump has a whole different 'outside the box' rules.
