CIA Director John Brennan told NBC News chief foreign correspondent Richard Engel that his agency will never again engage in harsh "enhanced interrogation" practices, including waterboarding, which critics have called torture, even if ordered to by a president in the future.
"I will not agree to carry out some of these tactics and techniques I've heard bandied about because this institution needs to endure," Brennan said.

But he WOULD allow it for non-Islamic terrorists = Americans.

The CIA must endure, not the constitution. And he has just openly stated that the CIA sees itself as a policy making branch of government, superior to the executive branch it is allegedly under.
This bastard should be immediately removed from office.
And no kids, waterboarding is not illegal. The law is that it is only a violation if the technique is in the Army interrogation manual. Obama removed it, and any future president can add it at will.
Under any future president, he probably will not be the guy who gets to make that call.
This treasonous man must be removed. What if an admiral said he would not use a cruise missile because he thinks it is wasteful?
What if US Customs decided it would no longer look for entry visas because it disagreed with a presidents legal position. He has openly stated that the CIA is in open rebellion and sees itself as a policy making branch.
The CIA has done nothing but harm this nation and should be disbanded. Military intelligence should take over the functions needed.
Brennan is an idiot and will be dumped by the next administration.
Waterboarding is a humane method that works. It imparts no lasting injury and works by instilling panic. Our own servicemen used to be waterboarded during training until some cry babies complained in the 70s and it was removed from these programs.
