They (Cruz's mothers birth certificate) prove he (Cruz) was eligible at birth to be a US citizen

So when were Cruz's citizenship papers issued? He was also eligible to be a Cuban citizen.

If you aren’t naturalized you don’t need citizenship papers.

I was born in the USA to two US citizen parents.

I don’t have citizenship papers, and neither do you.
