NO. it is NOT “settled law” that he is eligible. In FACT numerous Supreme Court Decisions regarding Natural Born Citizen ALL show that he is NOT ELIGIBLE.

There has never been any court decision at any level in any jurisdiction that has ruled that any citizen is not a natural born citizen.

The foolishness is that a case saying someone IS a natural born citizen is NOT a decision that someone else isn’t.
