Of course they could get assistance if only their spouse quit their jobs, but unlike the leeches oozing across the border, they have ethics.
Not only quit your job—in CA to get Medi Cal, you have to spend down your assets. They won’t let you have anything, no cash on hand, nothing.
The limits are pretty harsh. They really do want you to be a ward of the state.
Then you have to find a doctor willing to accept Medi Cal as payment. Good luck with that. But hey, there’s always the emergency room open for business as your primary care doctor.
