If he wasn’t booked then he was never charged. They just had him come in for questioning.

The way the process usually works is someone files a complaint. The agency writes up the report. If there’s enough evidence, an indictment is written up. The person either walks in or is brought in for booking on that indictment.

Simply see post 21. Different states use different procedures. Post 21, the press release from the prosecutor in question, sums it up correctly for this case.
