The difference is:
“in relation to the overall numbers who served”
vs.
“in relation to percentages in the general population of America”
It was over 35% in our Squadron and that was typical of all Squadrons in Basic while I was there.
I use Basic Training as the point of reference because Tech School creates another filter.
