Comey has a reputation for integrity. It was Comey who set the priorities to assign 147 agents to the investigation. If he wanted to help Hillary he could have allowed the investigation to drag out through the election and given Obama a chance to pardon Hillary before the investigation was completed.
That did not happen. Now that the investigation is completed The FBI knows the answers to all of the questions the interviewees will face. If they lie they get another charge added to the list.
