It's called "threatening" and in diplomacy it generally doesn't get you very far.
You demand far more than you actually want at the beginning so your adversary is happy when you settle on a compromise that you both can live with.
So what is the compromise? Either you nuke them or you don't. Either Israel pays us for defending them, something that would come as a great surprise to the Israeli Defense Force who thought that's what they were doing, or you don't. Where is the middle?
