The people around CRUZ could be his own hired security staff.
As recently as late February, Cruz did not have Secret Service protection. As much as things have changed since then, he may have it now.

I just looked this up and I find no record that Ted Cruz gets SS protection. Only Carson and Trump got and they asked for it.
