My thought has been that Obama sent Rahm down there to pave the way. The deal is to give Guantanamo to cuba and Cuba will then lease it to a Rat led development team that will establish the guantanamo tropical Paradise Resort and Casino.
Obama will have a penthouse suite
But, the cubans backed out knowing Trump could actually develop a resort not on the old base.
