A new Southern Illinois would not have the same spending urgency that a new 6-county Northern Illinois would have.

Until all of the remaining middle class in the 5 counties not named Cook move to Southern Illinois. Then there would be infrastructure needs. And inevitably some liberals would move into Southern Illinois because they could not stand their own stench and start over spoiling their new home.
