Ted Cruz Wins The Republican Caucus In Guam

Ted Cruz (R-Texas)won the Guam caucus on Saturday, defeating his rivals Donald Trump, Sen. Marco Rubio (R-Fla.) and Ohio Gov. John Kasich.

During the caucus hosted in Tumon, about 350 members selected the party’s delegates to attend the Republican National Convention in Cleveland, Ohio, this summer.

The Republican Party of Guam will have nine delegates, as well as six alternatives.

Guam is an American territory located in the northwestern Pacific Ocean. It has a population of more than 170,000 people. Like citizens of American Samoa, Guam citizens cannot vote in the general presidential election in November.

On Wednesday, GOP front-runner Donald Trump released a statement asking for Guam’s votes and pledged increased attention to territorial issues.

I am pretty sure Guam is somewhere between the 51st and 57nd state.

This is consistent with the pattern.

Ted Cruz scores highly in caucuses.

Donald Trump scores highly in votes. With the big exception of Ted Cruz’ home state.

RealClearPolitics lists Guam as "Unbound".

I'm not sure but I think that means that regardless of the vote, their delegates aren't bound to any particular candidate. And thus they probably don't count as a qualifying state for rule 40 purposes.

Here's the current status as I understand it.

Rule 40 - Qualifying States=>50% of delegates won - Need 8
Trump AL,GA,HI,MA,MS,SC,TN
Cruz ID,KS,TX,ME,WY
Rubio PR,DC
Kasich

Non-Qualifying By winner
TRUMP NH,NV,AR,VA,KY,MI
CRUZ IA,AK,OK,VI
RUBIO MN
VT SPLIT 50/50 Trump/Kasich
LA SPLIT TRUMP/CRUZ

Cruz wins are all in Caucus states, with low turnouts, and voters subjected to hours of coercion. He has lost all regular primaries except his home state and it’s neighbor.

By population we’d be 52 behind Puerto Rico but will never have a large enough population to be a State since the total land mass is only 212 square miles.

WY is not yet a qualifying state, Cruz won 9 of the 11 awarded so far, but 14 more delegates get awarded later.
