ICBM payloads will take less than 30 minutes at that range. But add two orbits before re-entry and it comes out just right.
Why anyone would program the orbits, however, isn't exactly clear. But then this is NK. Maybe deception pretending the payload is a satellite?
So although this is a hoax you never know what they'd do. I don't believe they currently have the launch capability to orbit a nuclear payload though.
