It is brilliant. If you can not outlaw abortion (because they found it in the Constitution somewhere), then you can pass laws that treats the doomed baby as a human being. Anything that shows the mother that the baby is a human that feels and responds to pain is a great. All 50 states needs this legislation introduced.

Plus it will increase the cost, having to have a recognized anesthesia provider in the room. How many Anesthesiologists and CRNAs are going to want to be involved in this?
