When I inspected the properties of the document here is what I found:

Author: Viscount Monckton of Brenchley
Created: Wed 25 Feb 2015 08:24:44 AM CST

It appears to be the real deal. A document made by Monckton himself. Amazing. Imagine finding that on the web. And it is dated 25Feb15. He has been thinking about this a while.
