Not so sure. It’s a federal crime to murder federal officials, including judges. 18 U.S. Code, Sec. 115.

(Wasn’t always that way. But it is now.)

So the FBI and U. S. Marshals would seem to have primary investigative jurisdiction, meaning they could and probably would block any action by a local official.

Yes, but at this juncture, no foul play is suspected. It would be a big red flag if the Feds stepped in to take over when it's initially being ruled death by natural causes.
