I wish that were the case, but Fox has managed to get themselves too big to fail by getting inserted on basic cable and related packages. Before they achieved this, they were routinely beaten by CNN who had like 99% penetration into the homes while Fox had a fraction of that.
Now that they both have equal and ubiquitous penetration the only differences can be detected through Nielson style sampling ( a very loose metric IMHO ) or, through on-demand and DVR and Tivo style systems ( but only on those that collect the data, and there are outstanding privacy issues in play ).
A third method is through app/web/internet viewing, but this is the least accurate IMHO since the data is collected at the point of origination ( CNN or Fox or ... ) and they cannot be trusted. After all, they are seeking advertisers and will tell them whatever they need to.
A lot of people believe that just by switching the channel the data gets recorded somehow, and this is never true for an old TV, or even a new one unless the thing is operating like a DVR with two-way ongoing communication back to the Cable/FIOS/satellite ISP, and this will only happen if the poor sucker ticked away all the privacy EULAs and opened the thing up so they become a data statistic being mined by the companies involved. It may all end up this way someday.
If you think this is bad, imagine trying to determine AM radio ratings! There is a lot of shenanigans in these industries and almost nothing they tell you should be taken at face value.
Probably the only way to get a read on their popularity is to browse these personalities' Twitter and Facebook and related resources, and even that can be gamed. There is big money at stake here and for them to feel any pain from us it will require a sustained and intense onslaught of indignation.
