Because of the excessive number of lawsuits for medical malpractice, Trump said that doctors are now ordering needless and excessive testing and procedures.

This Federal Employees Health Benefits Program was described as a system of competition among health plans driven by consumer choices. Additionally Trump has proposed negations with doctors and healthcare institutions to provide insured coverage for indigents or the impoverished for care to greatly reduce the transferred costs the rest of society now pays.
