Ok, I don’t see any problem with the guns or ammo, but I don’t think I want to live in an apartment next to a guy with 225 pounds of powder. I realize it would probably just flash and not go boom, but that would be a major flash. Now if he had his own place a couple hundred feet away from the next house, have at it.

Starstruck, your viewpoint is entirely reasonable and presented rationally.
In which case they can calmly tell the man in a friendly manner:
"...We realize you are a reloading enthusiast, yet this volume is unacceptable for apartment/condo living due to fire risk. You may keep five pounds here, in a suitable container. The balance must be moved to a safe offsite facility within ten days. Thank you for your cooperation and have a nice day..."
Seeking to toss a man into prison for SEVEN YEARS for what does not even appear to be a crime is outrageous and a very police state type of action.

The apartment itself becomes the containment vessel, and the flash just might take out windows, or more.

225 lbs is a lot of powder, even if it isn't FFg.
