Left-wingers who do this work---the US Department of Commerce, Chamber of Commerce, World Trade Organization, and other NGOs, Wall Street Banks, Silicon Valley, etc., believe the USA needs to be brought down to the level of the other countries which these left-wingers see as having been the victims of the USA, and that victimization the source of America's success. These people infest our corporations, all of whom work with the WTO and with the Dept of Commerce to put together crony capitalist trade deals, then sell them to America like NAFTA. They infest federal policy making--Heidi Cruz was chief creator of "free trade" as free trade "advisor" under GWB in the White House, working with World Bank and Goldman Sachs president Robert Zoellick, which has resulted in the "free trade" monster that is bringing the country down to third world standards of living and wage rates.
