clinton did NOT hand control of NATO over to the EU—remember Wesley Clark and Madeline Albright, etc.? And NATO has since acted “out of area”—in Iraq, Afghanistan, etc. etc.
That wasn’t the only time Russia and Germany made agreements that were to the detriment of their mutual neighbors. There were also the Treaty of Rapallo of 1922 and the Economic Agreement of 1925.
