The context of the conversation was broader than just prophets. Sorry for the disjointed conversation but cut and paste on a tablet is beyone easy for me.
Start with Vs 15 to 20 the context of by their fruits is ONLY about prophets. You posted context for “judge not” which is broader. THere are several sections between what you posted and where “by their fruits” appears covering many aspects. My statement stands Jesus is ONLY talking about prophets in this section>
15 âWatch out for false prophets. They come to you in sheepâs clothing, but inwardly they are ferocious wolves. 16 By their fruit you will recognize them. Do people pick grapes from thornbushes, or figs from thistles? 17 Likewise, every good tree bears good fruit, but a bad tree bears bad fruit. 18 A good tree cannot bear bad fruit, and a bad tree cannot bear good fruit. 19 Every tree that does not bear good fruit is cut down and thrown into the fire. 20 Thus, by their fruit you will recognize them.
