Lately, I've been thinking of it as a multi-level pirate marketing scheme. Sure, it's got a religious component grafted on, but the real meat of it, it's deadly appeal, is that it allows a dedicated adherent to lie, cheat, steal, rape, murder--all with impunity. And, the higher up on the scale he gets (like an Amway MLM distributor), the greater his share in the loot and control over others. There's every incentive to convert others under you.
Islam should NEVER be offered in prisons as religious instruction. It tells convicts--people who are usually there because they've given their self-gratifying negative impulses free reign--that in return for some discipline and loyalty with in the Ummah, they are perfectly justified in doing whatever they want to infidels.
