Bush was running late that day, so when he finally arrived he blew into the room like a summer rain squall. He sat down, a bit out of breath as I remember it, and quickly turned to the group's executive director to ask what he should talk about.

Alarm bells go off right there.

He's running late? He can't manage his time.
He doesn't know what he's supposed to talk about? He's "winging it" without knowing what he really has on his plate.
He does a good job with an off-the-cuff speech? He probably believes that he never has to work or prepare for anything: "I'm always ready for anything."

Managers who do this sort of thing will always crash and burn at some point.

I do not see a single instance, or widely spaced multiple instances, of running late as a clear indicator of time management issues. It is in the chronic, constant lateness that one can perceive that fatal character flaw, such as in “The One” now occupying the White House.

Because schedules are affected by other people, it is not always the person’s fault.

Now, for Jeb(!) I’m willing to suspend my normal benefit of the doubt...

If there's one thing I despise, it's being late. I'm not perfect, but I recall the absolute necessity of making your mission time. It was simple in the Army: miss your mission time, somebody's going to get killed.

In my previous post, on the second day of that evaluation, a platoon missed his morning mission time by 30 minutes. The entire battery could have, should have, been flunked over that one misstep. Rarely have I ever had "a case of the jaws" that did not let up for nearly two days.
