In Kelo it was the city of New London.

In Hawaii Housing Authority v. Midkiff ( a truly scary decision, an important precedent for SCOTUS in Kelo) it was the Hawaii Housing Authority.

And the Hawaii case accomplished nothing for the people it was supposed to help.
