Of course. When ONLY 6% of eligible IOWA voters turn out to caucus, it is not difficult to win by getting the evangelicals out to vote. Evangelicals do not care about ethanol. They will happily burn oil instead.

NH voter turnout will be much bigger percentage, because it is a regular primary, where voters do not need to spend 3 to 4 hours to vote.

In 2016, the Iowa Democratic and Republican Party precinct caucuses took place on Monday, February 1 with one hour of voting beginning at 7:00pm.
