Could be some truth to that. I've seen studies which indicate the major effect of air bags was just to make people drive more aggressively and take chances doing really stupid stuff like texting while driving, because they expect to be protected by the airbags.
A j@ck@$$ is less likely to use his helmet for a battering ram if he risks a serious neck injury in the process.
