I don't know of any "mailing" of this nature.
Apparently, it was a SINGLE Cruz staffer guilty of the false rumor. (And it wasn't a mailer)
Note that Carson's team only went after a single Cruz staffer:

You apparently never had kids. Imagine you’re 6 or 7 and suddenly everyone wants to shake hands with your daddy taking some of the attention away. Plus, you’re standing by a bus and a whole bunch of guys you don’t know start crowding around.
My son, when he was 6 was going through a period of unusual shyness. My mom came over and he hid under the table. He’d act just like that with everyone.
You also don’t know what the conversation was. She might have been asking for a milkshake and he told her she couldn’t have one right now.
