The calls were made based on a CNN Tweet. Think about it......what are the optics of an announcement that you are leaving the evening of the Caucus. I could see the point of confusion.
He didn't apologize for passing on the CNN report. He did apologize because they didn't pass on the report from Carson that he was not dropping out when it was issued. Though Ted was out campaigning at the time, he took responsibility for his campaigns failure to follow up when it became clear that the CNN report was wrong. It's called leadership.
