The only "statutes" Congress can enact are statutes dealing with naturalization

The first part of establishing a rule for naturalization is to identify who is required to be naturalized and who is not. If you are not required to be naturalized because you are a citizen at birth, you are a "natural born citizen".

Not all citizens at birth are natural born citizens.

See state.gov link at 266 regarding...

Acquisition of Citizenship
U.S. citizenship may be acquired either at birth or through naturalization subsequent to birth.

State.gov...think about it.
