No, TPA has been around since the 1970s. This was a renewal of the statute. TPP is different. IF passing TPA meant the passage of TPP, then why hasn't TPP been passed? Because by passing TPA, it meant that Obama had to meet certain statutory requirements concerning what could and could not be included in an agreement, had to meet strict requirements concerning how long the agreement had to be public before it could be considered, oh and also made it so that either house of Congress could determine that the requirements had not been met and that the agreement did not qualify for "fast-track" consideration.

Even though he is STILL talking about a "touchback amnesty" program that will expedite the return (move to the front of the line) of the "good" illegals, giving them legal status and a path to citizenship?

Now you are either willfully ignorant or lying. That is a subject Cruz has addressed regularly from long before he ever ran for office. He argued the issue before the Supreme Court and won. He addressed the issue in when he announced his campaign for the presidency. He has raised the issue in almost every debate. He includes it in his stump speeches.
