It looked to me that he got a “hands up,” then a “drop your gun” and he made the mistake of getting his gun and dropping it.
I was briefly grounded due to an inner-ear problem and volunteered to supervise check points. I learned that the way to get shot was to obey the “drop your gun” order (unless it was in your hand), and instead slowly drop to your knees with hands outstretched, fingers showing, and let them come get your gun. Lay face down if you can do it without using your arms.
That way, no one can claim you were “going for your gun.”
