Latinos do not vote in a single block the way that blacks do. What he really is implying is that he wants illegals (i.e. Mexicans) to go and vote in the USA elections. Mexicans are not the same as Guatemalans, Colombians, Hondurans, Panamanians, Dominicans, Cubans, Puerto Ricans etc, etc.
