I don’t see where, at either link, this is explained:

WHAT was against the law? WHAT changed to now allow whatever “it” is?

Yea, that's the main thing I noticed/was wondering. Probably some kind of trademark bullshit, but if he bought out the tooling/parts/name from the original builder, I don't see why that would matter.
