They are importing them to destroy their representative republic and 300 years of egalitarian Western civilization. The leadership wants the return of the pre-Enlightenment permanent ruling class. To do this they must lay waste to society, leaving only the rulers with the resources, organization and means of governing.
I know its obvious to most here but it really is astounding when you consider it - there can be no other reason.
