I’d say he’s in a pondering phase. The solution will be to sell it with restrictions.
His main issue seems to be with the states selling the land. Stopping that by including a provision in a turnover deal would not be difficult.
States are generally good stewards of their own land. But, there have been some egregious exceptions.
