No. There is natural born citizenship as mentioned in the constitution.
Then there is born a citizen (Cruz an example), that might or might not meet the NBC requirements intended by the founders.
It's obvious that there is no clear definition of NBC in US law. It's also obvious that the founders intended it to be a stricter test than being born to one US parent in some foreign country.
It definitely needs to be clarified. And in today's PC, inclusive environment, they'd probably make an illegal alien who slipped in last night eligible to be president.

If by birthright citizenship you mean jus soli, then Emerich Vattel would disagree:
