Hillary is an accomplished liar. She knew the question was coming and probably at the end and that Jake Tapper would rush through it with no follow up. She was doing her utmost to control herself and her eye movement. But somewhere in there is a terrified felon hoping this all just quietly goes away.

A real investigation interviews the target last so they can confront her lies. The Tapper question is a good one because it gives us some insight as to how far along the investigation is.

We will see if we still have the Rule of Law and equal treatment under the law by what the FBI recommends. If it fails to recommend an indictment, then we know that the corruption has spread to the entire bureaucracy.
