Right. He was busy being part of that corruption buying politicians at all levels of government. Something many say here is just how big business is done. Particularly in New York. So his ambition for more wealth exceeded his basic ethics - and the law. But that’s okay you say.
Some wealthy conservative business owners somehow found the time to push for conservative causes without playing both sides of the field while they ran their businesses. Some business owners limit their ambitions to what is ethical and lawful and accept less wealth as a consequence.
So in short all your faith in Trump is based on nothing more than words - recent words that wildly conflict with his past words.

Trump does things big. Always has. It’s why he’s running for President, to take the country back from the stranglehold of the corrupt in D.C. There is no way anything less achieve this so effectively.
