Growing up, my friend was born in Turkey. Her dad was in the service. When she turned 18 (1978) she had to go to a Federal office and declare her US citizenship. BHO never did this.

From what I understand, the correct process would have been for his mother to file a Consular Report of Birth Abroad to a U.S. Citizen. It’d be interesting to know whether or not said document actually exists.
