Not necessarily. According to Vattel, Law of Nations, Must be born of TWO Citizens to be Natural Born and also born on the Soil of the U.S.
A tree is a plant, but a plant is not necessarily a tree.

Citizen by birth IS a NATURAL BORN CITIZEN. Cruz IS a Natural Born Citizen through blood - his mom.
Constitutional experts, like Mark Levin, know Cruz is a NATURAL BORN CITIZEN. In fact, even Alan Dershowitz says: “He’s a natural-born, not a naturalized, citizen.â€
