The fundamental definition being one man, one woman was federal for Utah. They had to ban polygamy as a condition to join the Union. It was the will of congress for a state which was courting the Union. That is a very different thing from asserting the Feds have a right to decide it. Without something to hang over Utah, they couldn't have made them comply.
