The origin of the theory that Count Kalergi wished a controllable mixed race for Europe appears to be anti-semitic and conspiracy websites that cite a 2012 Italian-language article. Kalergi envisioned a Jewish elite that was still ethnically intact: thus the anti-semitic conspiracy theorists.
Given last year's Islamic invasion of Europe and the EU's complicity, however, Kalergi's involvement is interesting, particularly the ascription of a motive to control the resulting mixed race population.
Are you aware of any more legitimate sources for this contention?

There are many more websites that talk about the Kalergi Plan, but I don’t know of any other original sources for the idea of creating a new European population.
The plan is the basis for the evil UN Agenda 21, and the count’s son Richard Coudenhove-Kalergi is very much alive and resides in Austria.
No one has ever seen him in public since he operates from the shadows, but his influence is enormous, and he decides who wins the prize.
The plan began to gain legs in the early 1930’s, but was shelved when the fascist governments began to rise in Europe.
Richard Coundenove-Kalergi (the son) began reintroducing the plan in 1973, and it eventually became a bedrock concept of the U.N. in the early 90s. The plan was originally meant for Europe, but included the U.S. in its new incarnation.
You can also look up Transnational Progressivism. It talk extensively about bringing in new populations of Africans and Asians (i.e. Muslims). This is being pushed by the CFR and more insidious Trilateral Commission:
